Annual toshaos conference

The Ministry of Amerindian Affairs will today commence its annual
four-day toshaos' conference themed “Building Capacity for Good
Governance” at the International Conference Centre.
Some 144 toshaos and senior councillors from an estimated 100
Amerindian communities are expected to engage in the discussion of
issues pertinent to the development of Amerindians at the meeting.
All of the toshaos will also be trained to conduct the duties of Rural
Constables and Justices of the Peace, and will be sworn to the post.
The Parliamentary Committee of Appointments to Constitutional Bodies
has asked that three Toshaos (one a woman) must be nominated to serve
on the Indigenous People's Commission.
The toshaos and senior councillors are also expected to take part in
training sessions to ensure they have the necessary skills to
effectively execute their duties.
Another issue that will be addressed is formulation of village rules
with respect to identity, land, culture, development and taxation.
With the current rules, Amerindian village leaders can decide on who
will be a member of the community, who can vote in the village, and
occupy lands to undertake activities such as farming, fishing and
hunting.
The new Amerindian Act transfers power to village councils to collect
taxes in their community to further its development.
The Minister of Amerindian Affairs is expected to declare the
conference open.
